Privacy and Liability Concerns at the Senate AI Insight Forum

November 2023 --- Chris Lewis, President and CEO of Public Knowledge, testified at a Senate AI Insight Forum, urging lawmakers to address privacy challenges in the AI industry by focusing on "commercial data surveillance."

Lewis highlighted the American Data Privacy and Protection Act, ADPPA, as a potential solution, emphasizing its provisions to minimize personal data collection, grant individuals rights over their data, encourage competition, and integrate civil rights protections. This is because the ADPPA would allow users authority over their data and reduce privacy abuses of commercial surveillance. The bill faced opposition, particularly for its restrictions on behavioral advertising. Various organizations, including Mozilla and the Center for Democracy & Technology, also called for new privacy protections and laws to prevent excessive data collection. Stu Ingis, chairman of Venable, representing the ad industry, emphasized the importance of considering privacy throughout AI model development and implementation. Senate Majority Leader Chuck Schumer highlighted the inseparable link between AI and data, expressing concerns about potential problematic uses, such as emotional manipulation.
